Witches (魔女 Majō) are the monsters that the magical girls have a duty to fight. They are born from despair and negative emotions. Later in the series, it is revealed that Witches are born when a magical girl either runs out of magical energy or succumbs to despair, corrupting her Soul Gem beyond healing.
