Summary
One of four magical girls that goes to Akanegazaki Middle School. Pure and friendly, between the four she's the one that sets the mood. I think it's more fun to have a lot of friends, and try to get along with everyone. When she was young, she couldn't see with her eyes so she couldn't go out much, and now she has a longing for the outside world.

Etymology
- Matsuri's first name is spelt with the kanji for "jasmine", a type of flower. "Matsuri" can also mean a festival or celebration.
- In the Japanese language of flowers, jasmine represents kindness and gracefulness.
- Matsuri's last name, Hinata, means "sunny place".
Trivia
- The name of her Doppel is possibly a reference to Mori Ougai's story The Dancing Girl, where the female protagonist is named Elise. Knowing that several Doppel names are references to literature, this is not unlikely.
