Puella Care
Puella Care is a traveling adjuster organization called to Kamihama City by Kyubey. It consists of magical girls Adjusters who want to adjust other girls and teach magical girls who can't use magic how to use their powers in constructive ways. Their reason for coming to Kamihama is to punish Mitama Yakumo for breaking the neutrality code Adjusters follow.
Summary
Officially, the Puella Care is the small Organization who want to adjust other girls and teach magical girls who can't use magic how to use their powers in constructive ways innocently, without any bad intention and remain absolutely neutral.
but Ironically, On the contrary to their name, Mitama Yakumo said Puella Care's Activities are more like "sow the seeds of discord" among Magical girls on Part 2 Chapter 1(Section 4). Puella Care's organizational structure is too lax and too small, which mean every important decision that set the direction of the Puella Care is made only by Livia Medeiros. That's exactly the cause of the problem - Livia Medeiros always acting like a dedicated aid worker without Malice(who stands up for an impartial humanitarian action, independent from all powers) in front of other Magical Girls(such as Himena Aika, Juri Oba, Rabi Himuro). but actually, Livia is a cold-blood sociopath who manipulate every Magical girls with her Silver Tongue for her own "Redemption" and self-proclaimed "a servant of Great Will(大なる意志のしもべ)".
that's the reason why Livia cooperate with Kyubey clandestinely and Help the Kyubey's plan - stokes the fires of bloody conflict between the Magical girls for collect emotional energy alternatively. in Part 2 Chapter 6(Section 1), Kyubey expressed thanks to Livia's cooperate - spread a vicious rumor(for ruin the relationship between eastern districts Magical girls and western districts Magical girls in Kamihama city by internal strife) such as 'the Eastern Kamihama's Magical girls in league with Promised Blood'. this rumors spread by word of mouth from Shigure Miyabi, and Livia successfully damaging the Kamihama Magia Union without getting her hands dirty.
for Livia's unknown purpose, even her own disciples - Yozuru and Sudachi is Livia's pawn. Yozuru and Sudachi know that Livia's goal is also their own Redemption, but they did not even realize that Livia actually manipulate the truth to them. (according to Magia Record Another Story Part 2 Chapter 4, in front of Kyubey, Livia say she will "manipulate the truth" to Yozuru and Sudachi)
