Here's my guess on the descriptions of Cecil and her Minions. I predicted this after reading the manga.
Cecil
The Taste Wish with a boorish nature. Once refined, this Witch has now turned to a life of parties and tricks. As she dances on her single leg, her wild ruckus attracts many to join her wild festival. If one makes her laugh, she will likely return to her realm.
Finn
Minion of the Taste Witch. His duty is to attract others. He does everything he can to attract humans into joining the Witch’s party. If you see one, there are likely to be a dozen more nearby.
