Actually, she is holding this in her mouth. It's called "棒棒冰" in...I suppose, Chinese? It is also called "chuubert" in Gintama(see episode 149).

It's called Chuupet (チューペット) in Japanese. Chuu as in "suck" and PET. --0x99 14:20, 21 January 2011 (CST)
