but to maintain balance, once again... a Grief Seed counterpart to the Soul Egg is also created. this Grief Seed is the very origin of witches in this world, from the first magic girl ever.
So we have our mage, reborn instantaneously from the creation of a familiar (think also about the cat we haven't seen) who is pregnant with a Soul Egg. Our witch counterpart to the mage, which also fits with my prior pet theory about Mami being Charlotte.
Propagation of witches:
>For both animals AND PLANTS that reproduce sexually, there's a mother (witch) that produces eggs (familiars) and a father (people's bad feelings?) that produces sperm. If an egg (familiar) is fertilized by a sperm (bad feelings?) then it becomes an embryo (multi-cellular organism). That embryo is fed nutrients (more bad feelings?) from the mother (witch), undergoing metamorphosis to become a seed (Grief Seed.)

MADOKA/SULEIKA/KYUUBEI:
Madoka is special because she was the first mage ever, which is why she can be impossibly strong. it's also why only she can break the cycle, by holding out, staying strong, and NEVER MAKING THAT FIRST WISH TO CREATE THE FIRST FAMILIAR, MAGE AND WITCH!!!!  Yes, it requires circular reasoning, but if Madoka and Kyuubei are the origin of it all, she is the most powerful person, period!
Suleika's power-reducing lights referenced are not city lights. they are mages. when every last mage dies, Suleika becomes ultimately powerful. Madoka must fight to keep other mages alive to save the world, all without being able to become a mage herself, because that would doom the world.
Final '''SHAFT''':
If it takes all the lights extinguishing -- mages dying -- to summon Suleika, then Madoka has to watch every single mage disappear.  Eaten by their counterpart witch, like Mami, is this the only way to "kill" them?  The reason she had a shocked look when she was bitten rather than a truly horrified one?
Once every mage dies, once Madoka watches every one of those friends she makes disappear, eaten by their counterpart witch, only then could Suleika come to be -- except at that point, Suleika must not come to be.
Madoka watches them all die.
But she does not become Suleika.  Her companions do not truly disappear, though: Homura, eaten by her counterpart witch, IS THE CAT shown with a crying Madoka at the end (the cat I suppose is metaphorical for the aloofness that Homura displays... and I guess Kyuubei's genki personality comes from Madoka.)  Miraculously, the familiar is able to remain even though the mage and witch have disappeared from existence.
MISSING PIECES:
who wished what?
what precisely happened when Charlotte ate Mami? (I think only the associated familiar remains, immortal?)
is Kyuubei around at the end or Madoka? I don't think both. bad end would be only Suleika.
