Bebe is an alternate version of the witch Charlotte that appears in Rebellion.
According to the Movie 3 Brochure, Bebe isn't her real name; the other characters call her Bebe because they don't know what her real name is.
In fact, Bebe is the movie's new magical girl, Nagisa Momoe.
