Translation doesn't seem to indicate that her wish was to become a magical girl like the ones she admired, but that she struggled to come up with a wish because Kyubey would already make her a magical girl afterwards (no point in wishing to be a magical girl if she'll become one anyway after making a wish basically.) It seems like she used her wish to change her hair from it being originally short to being longer (which would ironically make sense given her hair got cut when she died.)
