Madoka Online promo character?

I found a link to this on TVTropes and wondered whether it's significant enough to warrant a page linked from Other Characters. I don't know if there's any more material related to it – the blog mentioned on that page is apparently offline, and I doubt the mentioned Twitter account still exists either. From just that one link, I don't actually see any evidence that she's supposed to be a magical girl at all, so maybe she doesn't fit here.
