Looking at the [[Population dynamics]] page, and considering Mami's dedication to protecting others even at the cost of her own well-being (she always kills familiars rather than let them grow into witches, which means less Grief Seeds to cleanse her Soul Gem), killing the other girls and herself really does seem like a rational -- but cruel -- decision. The main strike against this theory is that if Mami transformed into a witch in that timeline, she wouldn't have lost her head against Charlotte.

It could be seen as the fact that Mami doesn't have a very solid head on her shoulders, or maybe the witch's head as just hidden from sight behind the cage.

Mami made her magical girl stuff flashy and attention-seeking. I don't think that particular line debunks the theory entirely.
However, we aren't given any reason to believe that Mami was an alcoholic (as the card suggests Roberta was) or received lots of unwanted attention from men.
While the alcohol is unlikely (unless she spikes that tea and it was in our face all along) then yeah, that's unlikely. Though with the focus on her chest, attention from men must be a given.
