I believe it's referencing a couple things: 1) there use to be a fanmade theory (unfounded) that Kyouko might be Korean and 2) a commonly held stereotype that Koreans eat dog (it's extremely uncommon, especially among the younger generation). So having Kyouko mistakened for a dog-eater is likely a parody of that.
